For those interested, here is what has been voted on by the USAA over the last four months:
2012.001 - PASSED JAN. 31, 2012 (2/3 vote required) Use of Rating Seeding Policy to seed next USAA nationals
"The vote is to allow the Rating system designed by Goran Mitic, outlined at the link below, to seed the next Nationals or International tournament in 2012. This is a one-time event that only applies to the next National or International tournament that is played. The Rating System explanation: http://airhockeyworld.com/ahw_rating.asp The online discussion prior to this vote: http://airhockeyworld.com/forummessages.asp?forum=15&thread=1090"
2012.002 - PASSED MAR. 14, 2012 (2/3 vote required) Extend Rating Seeding Policy to both 2012 Vegas tournament and 2012 Houston tournament
"Voting FOR this proposal means that you agree to having both singles events for the 2012 Vegas tournament run by MLAH and the 2012 Houston tournament run by UNAP seeded using the rating system described in EVP 2012.001. Voting AGAINST this proposal means that you want the seeding procedure to remain the same. One tournament will be seeded using the Mitic Ratings, and the other tournament will be seeded using the traditional USAA rankings and "+3.5" rules."
2012.003 - PASSED MAR. 22, 2012 (Majority vote required) 2012 Vegas Nationals Sanctioning
"Voting FOR this proposal means that you want the May 2012 tournament in Las Vegas to be a USAA-sanctioned national tournament. Voting AGAINST this proposal means that you DO NOT want the May 2012 tournament in Las Vegas to be a USAA-sanctioned national tournament. A majority vote is required to pass."
2012.004 - PASSED MAR. 22, 2012 (Majority vote required) 2012 Houston Nationals Sanctioning
"Voting FOR this proposal means that you want the July 2012 tournament in Houston to be a USAA-sanctioned national tournament. Voting AGAINST this proposal means that you DO NOT want the July 2012 tournament in Houston to be a USAA-sanctioned national tournament. A majority vote is required to pass."
2012.005 - PASSED APR. 6, 2012 (2/3 vote required) Update Seeding Policy to Round Ratings to Nearest Hundredth
"Voting FOR this proposal means that you want the ratings to be calculated to the nearest hundredth (1/100 of a point). Voting against this proposal means that you want the ratings to continue being rounded to the nearest whole number."
2012.006 - IN DISCUSSION (2/3 vote required) Update Seeding Policy to Add Penalty for Failure to Play Priority Challenge Match
2012.007 - PASSED APR. 28, 2012 (2/3 vote required) Rule for timing of ratings snapshot
"The promoter of an official USAA tournament must submit an official tournament schedule 30 days in advance of the first event in the tournament. The cutoff time for the ratings snapshot used for seeding will be 48 hours before the start time of the first event on the official schedule, and the cutoff time will be determined exactly 30 days prior to the date of the first scheduled event on the official schedule. If a date but no time has been given for the first scheduled event of the tournament when the cutoff time is being determined, 12:00PM noon of the first day of scheduled events will be used as the start time of the first scheduled event. All times mentioned are local time for the tournament location." The vote will begin at Apr 24, 2012 9:00AM CDT and will end Apr 27, 2012 9:00AM CDT. A vote FOR means that you want this rule to be in effect. A vote AGAINST means that you do not want this rule to be in effect. If this motion is passed, then the 2012 Vegas event's ratings snapshot cutoff time will be set at 12:00PM noon Pacific time on May 23rd, 2012."

Those of you who are planning your trip to Houston in July and want to attend the USAA board meeting, it will be held on Friday, July 27 from 11:30am to 3pm. Hopefully it will not take the full 3.5 hours.
